DEFICIENCIES REPORT
(PARTIAL LIST)
YACHT VIGILANT
JULY 8, 1982

1. No seacock on forward bilge pump; pump discharge hose crimped to approx. 30% of rated volume. Install seacock and discharge hose per Item 2, below.

2. Thru-hull fittings of all bilge and sump pumps lack anti-siphon vented loops. Install anti-siphon loops per ABYC H-22.7: "Bilge pump discharge shall be above the loaded waterline. The discharge location should be above the waterline created by maximum conditions of the boat's heel, trim, and motion astern or provided with a vented loop to prevent siphoning... no check valves shall be used in the discharge line."

3. Automatic bilge pumps lack required and readily accessible manual override switch. Install as required by ABYC H22-7.i.

4. Float switch for forward bilge pump located below pump intake, causing continuous dry operation. Relocate.

5. Sump pump for master stateroom shower (located in engine room) has insecure top causing pumped discharge water to spill out of sump into engine room. Repair or replace as necessary.

6. Water pressure pump (Paragon, as supplied), inoperable. Provide as per contract.

7. Hose from port engine to hot water heater cut due to chafe against alternator. Hoses must be kept clear of moving parts. Replace.

8. Level indicator for sanitation holding tank malfunctions. Adjust or replace as necessary.

9. Toilet in port head leaks intake water at bowl. Regasket or tighten as necessary to stop leakage.

10. Designed working edges of the mooring hawsepipes are not smooth and rounded. File sharp edges to prevent chafe.

11. Anchor chain does not fit whelps on anchor windlass supplied. Replace with proper chain or supply wildcat with proper whelps.

12. Anchor windlass operating switch located where operator cannot see outboard. Relocate forward so that operator may view position of anchor and chain as it is brought aboard.

13. Fairlead/scupper to chain locker binds chain from smooth release, requiring dangerous manual assist. Provide fair lead for chain when letting go the anchor.

14. No operating/maintenance manual for windlass found aboard. Windlass found unlubricated. Prepare for service and provide appropriate manuals.

15. Hydraulic steering system becomes occasionally "gravelly" and difficult to turn. Bleed system and test.

16. Hydraulic hose lines in steering system at rudder rams subject to trauma by persons stepping on them through access hatch into lazarette. Protect hoses. Also separate hoses so that they cannot chafe one against another.

17. Rudder angle indicator on flybridge inoperable. Repair or renew as required.

18. Spare tiller provided cannot be mounted because manufacturer provided no access plate or cut-out through afterdeck. Provide removable, watertight access for spare tiller shaft.

19 Autopilot wanders approx. 20 degrees either side of the course heading. Adjust per manufacturer's instructions.

20. Stbd. shaft log running hot. Check packing.

21. Port transmission running notably hotter than starboard transmission. Check cooling system.

22. Coolant loss (raw water) indicator stbd. malfunctions. Replace.

23. Stbd. ammeter indicates overcharging (16v+). Adjust alternator/regulator.

24. Stbd. gear oil sensor/indicator/gauge malfunctions, indicating low pressure. Replace.

25. Stbd. water temperature gauge on flybridge sticks. Replace gauge.

26. Refrigerator 12vdc motor creates loud hum in VHF radios. Install capacitors or correct per accepted electronic practice.

27. Port audio alarm system rings continuously at approx. 10% volume and is only disabled by disarming entire audio alarm system for port side machinery. Troubleshoot and correct.

28. Air horn compressor runs loud and overlong following use of air. Provide acoustical dampening and correctly regulate system.

29. Radio Direction Finder not aboard. Provide as per contract.

30. Electro-guard corrosion control system not operating. Complete installation and calibrate to reference cell.

31. Anchor light and spreader lights cross-wired. Rewire connections on flybridge.

32. Provide stove fiddles and guard rails per ABYC A-:3.:3: "All cooking surfaces shall be enclosed by means of a guard-rail so designed and installed as to prevent utensils from sliding off."

33. Generator exhaust noisy due to cooling water splash. Baffle exhaust downward.

34. Swim-ladder mounted directly in path of generator exhaust; cants under boat when deployed; stresses when in use causing delamination of swim-step ... Relocate to port side. Reinforce and properly brace ladder when deployed.

35. Safety chains not installed at bulwark gates, port and starboard. Install.

36. Latches for all bulwark gates undersized and malfunctioning. Replace with latches proper for the intended service.

37. After salon door cannot be secured in full - open position. Install large hinges to allow folding back against aft cabin and a latching system for security when open.

38. Salon setee cushions not aboard. Provide.

39. Provide attachment velcro on bulkheads for all cushion backs requiring same.

40. Ease sharp edges of hoisting davit to prevent injury to personnel coming onto boatdeck through after hatch.

41. Provide stops on davit to prevent more than 360-degree rotation; provide adequate weather and chafe protection for electrical wiring to davit winch.

42. Purchase angle of open-door security latch on bridge to boatdeck hatch is inadequate. Relocate.

43. Main electrical switch and breaker panel is not enclosed or protected from behind to prevent accidental shorting of both low and high volt systems. Install protection as required by ABYC E-8 and E-9.

44. Canvas sun dodger on flybridge loose. Adjust rigging or recut/sew canvas.

45. Galley access sliding door difficult to operate. Adjust and/or properly lubricate.

46. Fuel delivery system does not provide for selective fuel return to all tanks; no transfer pump is provided for trimming tanks.

47. Fuel tanks do not meet ABYC Specification H-24.6. Sight gauges provided in fuel tanks are uncalibrated. No sounding or volume data is provided. Provide gauges or sounding and volumetric data.

48. Water tank sight gauges not readily accessible (located below bunk and storage space, forward). Provide readily accessible sighting means or electrically-operated gauges.

49. Secure batteries and provide latches or straps on battery box covers per ABYC E-l0.6.a. "Care should be taken to secure the battery against vertical motion which could allow the battery to pound against the surface on which it is resting during operation in rough waters..."

50. As delivered, even keel and trim to painted waterline is unachievable on this vessel without significant ballasting when fuel and water tanks are pressed up to cruise conditions. Provide displacement and stability curves. Consult architect regarding same prior to open-ocean trials.
